Would these extra points be for only foreign students who studied in canada ....or anyone with a degree even if obtained outside of canada ?

International students are students who came to study IN Canada to complete higher education (above high school, not including).
Otherwise, all students in the world would become international student which makes 0 sense.

I also agree a tiered system for Canadian education bonus is the more probable way.

Just remember, these are politicians. They have a long history of not following through their promises.
