The damage is minor the binding treads are lose between the blue cover and the booklet inside it. Is this fine or passport needs to be changed if yes what is the process as I can't change the passport now because visa will be issued to me on the same passport

I strongly recommend, Please go-ahead and apply for New Passport
If the address in the Passport and the Currently where You are residing is same, Please go-ahead and Apply for Re-issue in Tatkal, You will get it in 5 Working Days. In this case no need to inform VO for extension.
1) Apply for Re-issue ( Tatkal )
2) Once You received Your new Passport, Apply for PCC
If the Address is different
1) Inform VO for Extension
2) Apply for Re-issue ( Normal ) - may take 20 Working Days
3) Once You received Your new Passport, Apply for PCC
