The latest update on canada.ca:
“Workers, students and approved permanent residents who haven’t landed should not travel yet. We’ve announced exemptions but they’re not in place. Travel restrictions are still in effect for these groups”
Woooow seriously? Oh my god they’re changing their mind like every minute, I don’t get it. What about this exemption:
“permanent resident applicants who had been approved for permanent residence before the travel restrictions were announced on March 16, 2020, but who had not yet travelled to Canada”
Or I just misunderstood something and this is what you’re talking about?
More about it:
“Exemptions to the air travel restrictions will apply to foreign nationals who have already committed to working, studying or making Canada their home, and travel by these individuals will be considered essential travel for land border restrictions.”

When they first announced these measures, they said the instructions were NOT READY. Clearly no-one read that point and they had to issue a separate release saying WAIT. The instructions are not ready yet. You should not travel until the instructions are ready.

It's not that complicated. Wait.

I think they will indeed bring clarity to the measures they brought.

But overall, I think it's going to get worse before it gets better. I don't know how many here are following the news in Canada, but there is a big uproar about people arriving - the vast majority from wintering in the USA - and ignoring the stay home orders.

PRs arriving are small in numbers compared to tourists and Canadians returning from short-term trips.

But politically, let's face it, people are frustrated and the measures are going to be more strict for a while before they get relaxed. This will likely include more measures for arrivals/returnees at least until they can come up with better 'control' meausres, since unfortunately, asking nicely is not working very well.

I'm not saying everyone should freak out or worry. Just don't be too optimistic about short-term relief.

Yeah, this will take a little time. In some provinces (Manitoba I think) half of the infected cases are travel related. There is definitely some unease toward people arriving from other countries at the moment. My hope is that as stricter control measures, whatever they are, hopefully start working in the coming weeks, things will slowly start getting back to normal. This won't happen in 2 days, but I hope, perhaps not realistically, that in 2-3 weeks we may see a tapering off in the new cases.

As they said in ancient Persia, this too shall pass. We just need to try not to go crazy at home and be patient.

You won’t like what I’m gonna say but I hope they will make more restrictions for people who want to travel to Canada soon. Especially for Americans! Because even now Canada is having a huge number of cases. Just imagine what’s gonna happen in the near future. And I know that they can’t even test everyone who has symptoms. Unfortunately, my partner’s family got infected from another family member (who got tested positive because he flew from the USA). And no one came to test them! No help either. Italy closed borders for everyone, they should close too.

Yeah, I am no expert in any of this, but one thing that is clear is that Canada has been VERY slow with testing. They still only test people with strong symptoms and medical workers. The real number of infected people is likely several times higher than the official number (this applies to many other countries, Russia certainly being one). Closing the borders completely may help somewhat, but there are probably more than enough affected people internally in Canada now for the virus to spread very quickly unless people start taking this very seriously.

Anyway, all that is to say that we will all need to wait a bit for things to settle down. Stay healthy y'all.

Well, whatever people think on this (and I'm just not sure what the right measures are for travel), I just wanted to underline a different point.

Just that there's a reality of politics and just enough uncertainty about tracking and transmission and all that to push the government into caution. (Note, any government).

It's very hard for the government (actually one federal government, 10 provinces, three territories and countless cities and municipalities) to ask people to stay at home, start imposing more and more strict controls, forcing businesses to shut temporarily, and have everyone stuck at home with no schools open.

And then to have to deal with justifying to the public that they're prioritizing bringing in more people from abroad?

No, it's just going to be too hard politically. Other things will be prioritized until they're able to stand up in parliament and say they've got the health angle under control. (Again, not saying they're stopping immigration, it's just not going to be hurried up).

I’m not sure if you were trying to change my mind...Sometimes It’s hard to understand your attitude (Because I’m obviously not native) But I agree with you! I want to highlight that I just want Canada and Russia to follow China and Italy’s mesures — full shutdown, closed borders for everyone, closed regions. Italy started showing decreasing only after saying all the people “stay at home or you’re going to be fined”. 3 days of decreasing in Italy by now! I’m so happy for them!!! All the countries should look at Italy and do the same what they did. Because now it seems like “more days without strong measures are gone — more damage for economy and health system are done”
