It says if you are outside Canada you must contact the VO specific to your case. So I am not sure this case specific enquiry will work. Any thoughts?
Is it the Canadian or foreign address you are changing? If it is the Canadian I would think you can use CSE. Warsaw has shown to be very efficient. Originally I was so paranoid that I couriered everything. For me it was worth the piece of mind.

It's my wife's address in Kabul, Afghanistan that I am trying to change. I as her sponsor am in Canada. Anyway, my next set of GCMS notes should be coming in another 20 days.

When I wanted to inform VO about last name change, first I sent CSE (you can choose which VO you're assigned to) but didn't see the name change for more than two weeks. Then I mailed the documents via post, it reached VO in two working days and my last name was changed in Ecas after a few working days.

I finally got an email from Warsaw saying that my wife will need to sign a letter stating her address change and send it from her registered email to Warsaw VO. Nothing else will do.

Hope this helps others for their address change.

We applied in late May. When I check online it says AOR on August 12 and our documents are being processed as of August 9th.

Couple of updates.

My wife got a request for police clearance from Afghanistan yesterday. She has been living there for 7 months now so that was expected.

Today she got her passport request. States processing has been concluded and she needs to send her passport for visa and COPR. The usual PPR email.

Just wondering. Did they mess up and issue the PPR email by mistake? I might want to wait for a few days in case they revert back and say they need the police clearance. An Afghanistan police clearance will take around 2 months.

ECAS still is in process. My CIC says background check is in progress which makes sense given the request for police clearance.

She works for the United Nations in Afghanistan. She is a consultant and not a permanent employee so she doesn't have the diplomatic status that goes with the UN. So I am not sure if that factor was taken into account to skip the police clearance. Doubt it.

This is a tough one as I have seen examples of errors in both areas. Requests for PPC when not wanted and requests for passports by mistake. I understand they need the passport for the PC? Can you use a scanned copy and send the Passport to warsaw for the COPR? If it is like ours around sunday you may see ecas change to DM. If I had to choose I would choose sending the passport to warsaw.

Yes, right now its wait and watch. We were told to give PCC in 30 days. My wife will go to the ministry of interior in a few days. Lets see what they say. If she can get confirmation that she applied, we'll scan it and send it to Warsaw. We have 60 days to send her passport. Also, she needs a visa to enter Canada so she will need to send her passport for the stamp and not just scanned pages to get her COPR. So both places (Kabul and Warsaw) will need her passport.

Man, nothing is straightforward in this application!!!! My PR was a piece of cake as opposed to this.

Interesting situation. I think it's a PPR. You might see an update in MyCIC in a few days, but that's just my guess.

Why would she need to send the passport to Kabul? Warsaw should stamp the passport, if that's her VO.

Actually I meant to send the scan to Kabul

For police clearance she will need to produce her original passport. Since the UN requires her to have her passport at all times in case she needs to be evacuated, she can't give the passport to either Kabul or Warsaw while she is working for the UN. If she has to send her passport to Warsaw, she'll need to leave Kabul first. And I hope she can sort out the police clearance until then.
