Email the embassy in Warsaw. Ask them to issue ppr. Have your M.P. do the same, and keep at it, don’t quit until you get what you want. Having a long wait after DM is unacceptable.Hi everyone!

I’m sorry that it happened to you. I don’t understand how it is possible for VACs to keep people’s own passports for such a long period of time. You can’t even travel without it. Our case was approved in March and PPR on the march. And on March 25th visa stamped to the Passports, I can see it in GCKey online. and now its been like more than 6 months, VFS in Moscow holding our ready passports, and as I know Work permit holders are exemption and can travel to Canada, including their family according to family reunification provision.
So, when I call or text to Moscow VFS they are telling me that they are closed and cannot give my passports back, I am messaging them from May, the same response every single time.
I think if I'm on exemption I have the right to get my passports back and travel to Canada.
And now I finally emailed to the Canadian Embassy in Moscow requesting my passports back, VFS told me that they can return it if they get approve from Embassy.
All this situation makes me mad, I thought Canada is not like post-USSR countries, but I feel sad

Also i reached out Canada IRCC, they told me that i can travel to canada and i need to get my documents back. They told me to contact Embassy. Definitely contact the Embassy in Moscow and the Embassy in Warsaw as well. Escalate as soon as you can, i.e. to the Ambassador, head of section, anyone you can contact, your MP.
The key thing to underline is that they cannot keep your passport for anything other than the intended use (i.e. putting a visa in it). Try to phrase this more nicely than I have put this. Emphasize also that you need it for travel and identification and other matters (don't get specific).
And to add another point - I wouldn't put this first - that you will contact the Russian foreign ministry to ask for their support. (I believe as in most countries the passport is property of the issuing government, although I'm not trying to lawyer on this) I'm not saying threaten, just saying that "I seem to have no option but to contact the Russian foreign ministry to help return my passport".
Again, it's always best to start nicely (ask for their support), that you have spoken to VFS and they say they need the embassy to say it's okay.
But escalate to higher people quickly if you do not get some response. I'd write to MP in parallel.
Frankly this sounds to me like VFS is being idiotic, I doubt the embassy/IRCC think that VFS should have held on to it.
(Side note/question - was it supposed to be picked up or delivered to you? Either way, it's not an issue, VFS could deliver or they could send it to Moscow embassy to be handed over to you. The embassy doesn't typically do this stuff but they could if they needed to, and they do have some immigration staff full time, as well as the consular section set up to 'assist' members of public)
