Hi,
In Canada, right now I am holding study permit and I applied open work permit for my husband twice and got refusal. First time reason is that “ I am not satisfied that you will leave Canada at the end of your stay due to your financials. Second time was only that you will not leave the country. Now, I am thinking to apply third time.
I want to know is there need to write a statement of purpose for open work permit and what are the other improvements can I do for making file strong.

I am in a two-year study program but from January I am going to start my Co-op and I can work for 40 hours under a Co-op work permit and 20 hours under study-permit, in total I can work for 60 hours in a week. I want to know that can I apply to my husband's open work permit in January during my Co-op period.

How much has passed since your marriage. And how much time you spend in your in laws home after marriage?

You are still a student while doing your co-op, so yes, you can apply. You really should order notes first.

I already applied for notes. How much time it will take and how I can track the status of note because I got a confirmation mail with tracking ID?

It can take a month or more. I don't believe you can track the status.
 
Spouses of international students are never guaranteed permits/visas so you may have to wait until you get PGWP. When does your program end? No point reapplying without looking at the GCMS notes.
