I will submit it as a complaint, and tell them that their communication is terrible and that if they would just keep people informed it would be a lot less stressful. I would recommend that others also fill out a complaint (keep it polite) so that hopefully future candidates don't have to go through what we're all going through. If CIC was a private business I'd take my business elsewhere - they only get away with it because there's no other options and no recourse if you're not happy.
Is it really too much to ask to be kept informed of the process? I don't think this is an unreasonable request.
We don't need call center agents, who would explain thoroughly at which stage your application is. What we require are case processing agents who would perform service delivery within reasonable timelines.
