I'd like to share my story, hope this is helpful to people who may be in the same situation:
I landed on 13th Oct 2015 at Toronto Pearson. The landing went very well, and I remembered the agent at the border told me that my card will be sent to my Canadian address in 3 months.
After a month I had to come back to my home country to wrap everything up before moving to Canada for good. At the time, I hadn't received my card.
I was waiting for 3 months, and in mid Jan 2016, I called the number of CIC to check on the status of my card. The agent told me that there was no application for my PR card on the system. He said there might have been a mistake in the system, or the border agent forgot to submit my application for the card.
I was really worried as I was afraid that the record of landing might even been lost and the whole effort was wasted. Then they asked me for the details of my landing: the number in the stamp on my passport, the flight number, terminal, etc. The agent then told me that he'd send a message to the airport so they will submit my application, but at the time, all I could do was waiting.
I then waited for a week, and when I checked the ECAS status, the status of my card application finally showed up. However, it said that they sent me a correspondence (which I doubted was the photo request). Again, I was freaking out so I called the number of cic again and asked what was the correspondence as I did not receive anything via email. The agent said it was actually photo request.
I then had to take photos in my home country and sent to them via courier. The photo reached Case Processing Centre on 03 Feb 2016. Finally the card reached my Canadian address on 08 Mar 2016.
I guess the takeaway from my story is:
1. You should call cic as many times as you can during the process to identify any problems and fix them as soon as possible.
2. It is totally ok to have your photo taken outside of Canada, so if anyone is doing that, you can be relaxed.
