I don`t think you have any chance of getting PR card till your trip. You will need to apply for Permanent Resident Travel Document. Mine was valid for one entry and 6 months time. It was $50 and you can pay it online or in embassy( visa office) in India, in their currency. If you are in no rush...

Well depends on case. I had all my flights booked and went to embassy. You can try in VPC, but will take longer. You are able to get it in country that you will be travelling from, but allow yourself few days at least...

Exactly... I already had a trip, got travel document same day at visa office in Vienna. They very really nice and aware of delays. Landed on October 15th, got travel document on November 24th...One entry only...
