It changed January 3rd 2016, which is after December 2015, therefore you're screwed just like the rest of us.
So your saying they changed in Nov and then again in Jan?...cause not only did we send the photos with the application, 2014, we sent them with the rehab, May 2015 and then the consulate requested the new size in Dec 2015 cause the size changed in Nov 2015...

Again, I don't know why some people are just able to use the photos from their application.
It seems like ours were just completely ignored.

I landed October 9th 2015, and the appointment letter stated clearly to bring new photos that were exactly the same size as the original ones we sent in with our application.

The photo size for the PR card did not change till January 3rd, at least that's what the date on the new size instructions indicates.
If it changed in November they didn't bother letting anyone know till January.

With Canada Post looking like going on strike from July 2nd that will only lead to further delays in getting PR cards in the mail.

I have no idea I know that we had to get new ones and they were overnighted in Dec at the request of CIC..

Some googling brought me to this thread. I just got off the phone with CIC and they have absolutely no estimated time for my PR card.

I became a PR in November 2015, got a photo request in March 2016. I sent new photos in by courier and they recd. them. BUT they have no way of tracking that in their system. All they tell me to do is "wait, please be patient" I'm not sure how they expect people to be patient. Plus there isn't even a way to reach someone with some information about my case. I'm tired of knocking on doors with no one to reply.

This is absolutely insane that this is acceptable in CIC standards, is there anything we can do at this point?

I swear that CIC hire the most dense people or this is what they are told to tell us...Contact your MP...

+1 for you, poor soul, for you are in the same boat as I. The boat of pain and rage.

I vehemently despise CIC.
They are the laziest sack of dung on the planet. They are so unimaginably poorly managed that I doubt they could accomplish anything at all.

Seeing that they have absolutely no way, at all, to even manage documents in a non-caveman or even non-badger manner, it appalls me that most PR applications are only processed for mere minutes before being approved. I am 100% positive full-on fake-spoused murderers have escaped to Canada due to their moronic process, while legitimate couples languish in limbo for eons because they were "a non-Chinese marrying a Chinese".

Rant aside, I am in exactly the same boat as you. I landed October 9, still no PR card.
After waiting double the expected wait time we called them, and they gave us some mindless drivel about just having to wait longer.
4 days later we got a picture request, because those mindless buffoons couldn't use the pictures we submitted, that were fully valid, in their hands *for 86 days* before the change.
Why didn't the call center know we were going to get a new picture request when we called originally? Because the call center might as well be Pizza Hut, they have no idea what's going on, they just tell you crap.

Furthermore, they couldn't notify us that their brains had collapsed on January 3rd for some reason *for another 50 days*.
Yes, after having our photos for 136 days they decided to send us the new picture request.
Yes, after getting a new picture request you might as well just send in a new PR application, because if you're outside of normal processing you're basically screwed forever.

My wife called CIC after we got the new picture request and they actually had the nerve to tell us that we were negligent with our application and should have read the guide more carefully.
That insolence almost choked me.
Are you kidding me?

It doesn't even matter how much their budget is, we pay for this service. Why can't they do it right?
It feels like this ministry is a room full of ducks. No matter how much time or money we throw at the ducks, they'll never do a good job.
We're much better of setting them off to pasture and hiring an actual office of reasonable humans, with computers, and filing systems, to do this.
I don't understand how this is so hard.

I hope the conservative government gets back in, but in an evil, even more conservative form.
Solely for the purpose of burning down CIC and outsourcing it to some factory-like processing center.

I got the same crap explanation that you did from the call center.
My MP is involved, but I don't expect much with just me complaining.
Everyone is too "Canadian Complacent" and OK with all the BS we have to put up with.

I encourage you to be INCREDIBLY vocal about your terrible experience.
There is an excuse for losing a picture on CIC's part, but there is no excuse for being complete idiots about resolving the situation.
Tell every level of government you can access that you are appalled they are exploiting (semi) trained dolphins to run processes at CIC, that it's an inhumane treatment of animals.
Tell everyone you know that this is BS and that we shouldn't be paying for 4th world-level services in a 1st world nation.

Don't forget your pain as soon as you finally get your PR card in 2088, too many people do that.
Don't turn into a satisfied customer as soon as you finally get what you should have gotten last year.

+1 for your my friend. Stay strong.

GustavesF and I myself have not had, for lack of words, stream line application processes....I am thinking they may pick a few each year and see if the people are really serious about immigrating...I found too that do not accept a stupid answer from CIC...talk to your MP, the minister of Immigration and even the press if need be...So far I have only had to go to the Ministers office once and within a week our file that had not been touched for 9 months was touched...Do not give up...be a pain in someones butt...we eventually had the direct email of the case Manager and got correct responses with in three days...at this point all we can do is wait for the PR but again I will be emailing our MP if within the next 30 days and Canada post is not on strike and find out what is happening...

278 days and counting.

I hope CIC burns down.

And PM was not able to help?
This is to the point of so ridiculous that it's hard to believe :o

Just so I am super clear, based on the CIC website it's only a commercial carrier that requires a PR card, right?

For example, I live in Toronto and say I need to travel to the USA with my wife (who was JUST granted PR, as a US citizen)

Could I safely drive to Buffalo, fly entirely within the USA, and after the trip is done we drive back across the border in a personal vehicle?

That would just require the stamped COPR, right?

If you are driving in a personal vehicle it'll be fine. I would bring your passport too.

Your journey begun in Jan 2014...ours March 2014...we have been advised that hubby PR was mailed on 28th June 2016...Mail came today and in Canada nothing...(cause that is where the card should be sent to) CIC has told us they was sent to the American address..I am heading to the US tomorrow to check the mail...IF it was sent in Canada I cant think of a single place other then Nunavut that it would take 16 days to get..I am thinking we are going to have another long road...

I thought the PRC could only be mailed to an address in Canada. Did CIC screw that up too?!

That's the policy - I don't think that this has changed.
