My passport also received to ottawa on 10-Nov-2014 and signed by MR PILON.
I am also waiting for my return tracker to get activate.

They usually drop it to the mail box. The postman dropped my return envelope to the mail box.

I have received notification from CIC to send my passport to them. I am in USA. Can anybody suggest me the rt process. CIC email suggests to send canadian shipping label along with passport so they can return back my passport to USA address. However CAnada post customer care said even if they send it to USA USA will not be accepting package with canadashipping label, and my passport will be returned to CIC.

What is the correct procedure to send passports for PR stamping from USA?

When you buy the shipping label there is option of usa xpress post.that should work.
Experts please correct me if I am wrong.
