Got PPR on may 27th and passport was recieved by CPC-O on May 29th.
Today ECAS has been updated to " 4.A decision has been made on your application. The office will contact you concerning this decision."

Is this an indication that the visa got stamped today?

Nope, this is unrelated as Mine showed DM same day I received my PPR.
you should expect your passport back with CoPR in 10 -14 Calender days

You should consult the spreadsheet. Mine was received on May 27th and still waiting. According to the spreadsheet the earliest date people tracker got activated is 8 calendar days.
