No, this doesn't meet that your application hasn't met the requirements. It just means IRCC is still processing your application.
There is no fixed processing time for these work permits. It can certainly take several months for the application to be processed.

To the best of my knowledge, you can continue working under the terms of your current work permit - meaning for your current employer. But I'm not 100% sure about that and if this impacts the VOWP in any way.

Mine got rejected. Got the email today. The reason was "You were not able to demonstrate that you are experiencing abuse or are at risk of abuse
in the context of your employment, per subsection R207.1(1)." despite me explaining in the form that the company immediately cut off all my access to email, and chat and I was not able to save any proof of conversations.
