Vulnerable open work permit is for people who were abused from previous/current closed work permit employer.
You didn't get abused by your previous employer because you didn't even start working. WHY do you think you qualify for vulnerable open work permit?

Mahaktiwana->also to get VOWP is not easy.
Mahaktiwana->You should have evidences and people who can support your situations. Also, I heard that VOWP took money months in some case it came early IDK why mine is came less than a month. Did you pay LMIA application fee your self or employess paid for you?( reason for I am asking it is also one of the evidnece for it)

Paid by me. That's why i am asking you i think if they did not gave work for a single day. How i can say they abused. Other thing is to find another lmia based job who can gave me job.

You shouldn't be the one who pay for LMIA. Your employer is supposed to pay and get LMIA. And it's unlikely for an employer to pay $1000 and going through the time to get LMIA trying to hire someone whom they cannot get in Canada (thus the need of LMIA) and at the end didn't hire the employee with the close work permit.

Don't think you were abused but you may be scammed by some immigration consultant....
