Vulnerable open work permit is for people who were abused from previous/current closed work permit employer.
You didn't get abused by your previous employer because you didn't even start working. WHY do you think you qualify for vulnerable open work permit?
Yes, you are right!

Mahaktiwana->also to get VOWP is not easy.
Mahaktiwana->You should have evidences and people who can support your situations. Also, I heard that VOWP took money months in some case it came early IDK why mine is came less than a month. Did you pay LMIA application fee your self or employess paid for you?( reason for I am asking it is also one of the evidnece for it)

You shouldn't be the one who pay for LMIA. Your employer is supposed to pay and get LMIA. And it's unlikely for an employer to pay $1000 and going through the time to get LMIA trying to hire someone whom they cannot get in Canada (thus the need of LMIA) and at the end didn't hire the employee with the close work permit.

Don't think you were abused but you may be scammed by some immigration consultant....

ok. thank you. do you think it is compulsory to go to border for VOWP??

I think that you might need to talk with honest professional people, do you have any? Do you mind, if you ask where you are in Canada?
It is not easy to get VOWP, the rate is less than 50%.

May i please ask the current timeline for this application.. i have been waiting for 30days and no reply
Unfortunately it doesn't seem to be consistent and there doesn't appear to be a standard timeline. We are seeing some people approved within a couple of weeks while others are waiting months. Good luck and hopefully you hear back soon.

I am in the same situation. I have not worked with the employer before. However, my contract with the employer is still valid and I still have evidence showing the email correspondence I sent to the employer to resolve this issue. I called IRCC yesterday and narrated my situation and they sent me the guidance to apply for the Vulnerable Open work permit. I have reported to Service Canada and CICC and I am going to add this to my application. Also, with my case when I got the job offer from the immigration consultant, I sent it to the employer for verification. However, he failed to respond to my email and rather informed the immigration consultant about my out reach. I have this email correspondence to show as evidence. Also, I learnt that the more evidence you show the faster your application.

It would be interesting to know the result. If you don't mind updating it here.
Since you've never worked for the employer, it looks more like an immigration fraud than an abusive work environment or an abusive employer.
But never know what IRCC does.
