You can't. Your wife would have to started a good job a few years ago, bought some property during that time, etc.
There are no guarantees.
As canuck78 has explained, your wife is unable to prove that she has reasons to return to India after a *short* visit of maybe 2-3 weeks + no finances of her own + no previous travel, etc.
Under such circumstances, there's really nothing you can do. Either she has strong ties or she does not have strong ties. It's pretty black and white. Your wife's circumstances don't have any scope to *build/create* any ties.
It is advisable to start the PR process instead. It's your call
No, not if she is refused for regular reasons. It would affect the PR application if the refusal is for misrepresentation, for example

I am in a similar situation as you and I was just wondering if you proceeded with the visitor visa + PR or directly the outland PR application for your spouse?
Similar case...Were you guys able to call ur wife successfully on visitor?
My wife's visitor visa got rejected with the same generic replies.
I am filing for PR this month for both us, can't she come on visitor in the mean time?

I have applied for PR (Non-accompanying spouse) since my wife is a working professional and due to some work commitment, we were not able to apply as an accompanying spouse. Since the situation has changed now, and she will be coming to Canada. My PR application result is due in this Sep19. I am planning to call her on visitor's visa once I land in Canada, and then apply for spousal sponsorship (Inland). What are the chances of her TRV approval? How soon can I apply after landing in Canada?
To prove her ties to India, she is working professionally for more than 5 years (and still working), and we also own a joint property. Will this much proof we suffice?
I see that the timeline mentioned on cic websites for inland and outland spousal sponsorship from India is the same (12 months). Any practical chances of getting the Outland PR outcome before 12 months?
