It's up to you. To me, it largely depends on the local Visa office. Like in Bangladesh, it's highly recommended that the invitation letter is original and formal which has been notarized in Canada. Other offices may be more lenient.

If I were you, I would advise your in-laws to contact local VFS/VAC office and get suggestions for your questions. Another way is to apply online I guess.

Hello, we are planning to apply for visitor visa for my mother-in-law and father-in-law as they both are working. My parents are retired, so I am planning to apply super visa for them. Is it possible for me to sign both invitation letter for super visa for my parents and visiting visa for my in-laws at the same time. Or should I be doing them separately?.
