She can definitely apply for a TRV. Chances of being approved are probably around 50/50. But certainly worth trying.

No - generally reduces the chances since IRCC knows your spouse has an intent to remain in Canada long term.

I would say it's better that you have your sponsorship application in process. I would certainly recommend to apply for visitor visa. I am in the same boat for my daughter's application.

Makes no difference whether you have a sponsorship application in process. What is important is for the spouse to have proof that they won't remain in Canada and they are only in Canada for a temporary visit.

Child sponsorship is very different than spouse.
