I'm Planning to come to Canada on Visitor Visa and change the Visitor visa to work permit at the Port of Entry(POE) Canada, Can I get my work permit on the Same day itself at POE ?

Actually I'm Planning to come to Canada on Visitor Visa(Multiple entry visa), After that Need to Convert my visitor visa to work permit, after getting my LIMA approved. Can I do So ? Convert my Visitor visa to work permit at Canada Border? Will I get my work permit on the spot ?

You can only do that if you hold a visa exempt passport. If you require a TRV, then you cannot apply for a work permit at the border.

I would recommend you apply from outside of Canada. Higher chances of approval since it's easier to show ties to your home country.
 
Yes ,you can get a work permit at the Port of entry(border) ,regardless of whether you have a TRV exempt passport or not. I did the same process a month ago, and I hold an Indian passport which is not TRV exepmt and requires a Visa to enter Canada.
 
If you are telling the truth, you got extremely lucky. I wouldn't risk it
There's no risk in it. I confirmed it with the border official , he told me that once you exit Canada and you have a Visa and are coming back to change your status then you are considered TRV exempt. That's what he told me. Hope this helps.
