Visitor Visa to Study Permit

Hey guys, my brother has a visitor visa for Canada. He is coming to visit me here in Canada in August and plan to check out some colleges, and apply to one he likes.
Now, is there a way to apply for a study permit while staying in Canada on a visitor visa? or he has to go back to India to apply for a study permit?

Better to return to India and apply from there. It will be a stronger application.
