Visitor visa to study permit

hello!
My friend is coming on visitor visa. Can he get a study permit when he’s in Canada? Any suggestions?

He can. Application either has to be sent to the US or his home country visa office for processing. It's typically more difficult to be approved if you're already in Canada (harder to show ties to your home country). Higher chance of approval if you apply from outside of Canada.
