Visitor visa to canada

My friend (india citizen) is in US and status expired. He is going back to India for good. He wants to visit us in Canada on his way to India. Can he apply for a Canada visitor visa from LA? Will he get? Or he should go back to India and apply? Advice needed.

If he is in the US without status, then he has no chance of being approved for a visitor visa from the US. He should return to India and apply from there.

How long was he out of status in the US?

Hi I wanted to invite my husband to Canada on December for our wedding anniversary from
Pakistan I have already send a family class sponsorship for him that will be one year in August but since we couldn't be together on first anniversary last year I want to invite him this year is it possible?
