Visitor visa stamping where to send passport?

Hi guys please help me with this.
My Mother is travelling to US next month, I want to apply her visitor visa for Canada. Please somebody help if I can submit her passport in any VAC’s in US for stamping if the Visa is approved. Please reply

Can 2 passports (mother n child) be sent in one envelope to Ottawa for visa stamping?
It’s $46 for one person (two envelopes, one sending one return) inside Canada

Hi I have extend my study permit and sent my passport for visa stamping in cpc Ottawa office but they didn’t put stamp on it and return back my passport after long wait of 2 months. Can anybody suggest me where to send my passport for sticker visa stamping
