What are your true motives as you just posted:

Today I contacted a lawyer in Canada regarding start up visa program. He advised me an angel investor, venture capital or a business incubator should accept me for the program. And even I should make a minimum invest of CAD $150000.00 for this program before applying for a work permit. Is this the way how it works?

You are not giving us the whole story and your many refusals show that officers don’t believe you are a tourist. And it seems like you are not.

@Mfzhrf - you mentioned you are from Sri Lanka and have been denied US, Canada, NZ, & Australia tourist visa over 10 times. And within a day of claiming you were a genuine tourist who was denied Canada tourist vusa, you are seeking assitance on this forum for Startup Visa PR and WP; there is a good reason why your tourist visas have been repeatedly refused as you have permanent immigration intentions. There is nothing wrong in having immigration intent, but then be upfront and don't claim you are a genuine tourist and were wrongly denied tourist visa.
