Visitor Visa refused for my fiancee under section 179 (b). Please Advice.

Hi Everyone,

I have invited my fiancee to apply for Visitor visa to have a multiple entry to visit me before wedding and after wedding. We have provided following documents from our end such as

Bank Statement for last 3 months - Funds 5000 CAD on Fiancee's Account and 4800 CAD in my Account
Payslip for last 3 months
Form 16 - for Fiancee
Proof of our Engagement: Photos and Invitation
Invitation letter from my end
Photo of my fiancee
My PR Card

Today it was refused under section 179 (b).
Reason : “I am not satisfied that you will leave canada at the end of your stay as a temporary resident, as stipulated in paragraph 179(b) of the irpr, based on your family ties in canada and in your country of residence.”

When speaking with a friend, they said the funds I shown is not enough and I need to work on stronger ties for my fiancee to prove that she will return back to India.

My Questions are:
1) If I'm reapplying for Visitor visa,

a) Can I not include myself this time and ask her to apply for just tourist Visa?
(or)
b) Shall I ask her to apply visa to visit a friend?

Do you think if I provide different reason will the IRCC know by any means? Because at this moment, we're not legally married. Please advice. I want to bring her here before marriage.

To strengthen her ties, I could increase the upto 15k CAD and Affidavit for property which will go to her after her dad and Letter or some proof that her parents need her support for a year or more.

Please let me know your experience and thoughts on my case.

Your fiancee was denied because she is your fiancee and the visa officer was concerned you would sponsor her for PR from inside Canada.

The IRCC will have access to all previous applications made. If you change the purpose of visit now to conceal her relationship to you it is risky that they will notice it. Maybe if you wait long enough before reapplying you can convince them she is just going to visit a friend but who knows.

They will look at the refused app and clearly see that she is lying and actually coming to see you.

Your funds don't matter. They want to see her funds. A property in her father's name is not a tie. A letter that she needs to support her parents is also not a tie.

Her case is already very weak. Add to that the fact that she is engaged to a Canadian PR and her chances of approval are about as low as it gets.
