Hello,

I need your advise on my situation.

I was refused for a visitor visa because of these three factors.

1) Travel Plan
2) Immigration status
3) Employment situation

I may have understand why and here are the factors that I think may have affected it.

1) Travel Plan
- I scheduled my travel plan to be next year, which is August 2020 for two weeks. This may be doubtful but the reason for this is that here in Saudi Arabia, there is a week long holiday for August every year so I would want to take advantage of the 1 week holiday in order to use a fewer company leaves.

2) Immigration status
- I submitted my residency card (Iqama) which is valid for one year, and it will expire on June 2020. And having both my travel plan and my residency status. It would look like that I may go to Canada after my residency status here in Saudi Arabia is expired and will never go back, but it is not the case.
- Also, for the residency card, every residency card here has a one year expiration and will be renewed every year. So a longer duration of residency status cannot be provided.

3) Employment situation
- I submitted my company employment certificate. I have no contract duration and my employment is permanent (indefinite). It just happened that on the employment certificate that I requested to the company, and submitted with my application, it only states the start of my working day and no duration or note of being permanent. It is only like, "has been here with the company from April 2019 - present".
-And again, upon counter checking with my residency card (Iqama) it may look like I only have a one year duration of employment.

Other documents I submitted:
a) Invitation letter from a friend
b) Property declaration (house and lot) from my home country
c) loan status in my current country, Saudi Arabia (which indicates that I would be paying it here in Saudi for another 3 years).

What should you suggest I do next? Should I appeal or reapply? And any tips or suggestion you can give me to improve my application?

Also, when they (visa officer) note on my application status as "processing a background check", does it involved a thorough background checking,which involved calling my company for confirmation on my employment status?

No, they don't call the employer for verification if LOE is attested by chamber of commerce.
 
There is no re-appeal. You need to apply again if you wish.

Here are my 2 cents on what you wrote. Your timing is really off.
Normally it is advised to apply 3 months before your planned vacation. I think you applied way ahead of time. Even if you want to enjoy the holidays and have no plans to stay in Canada, the timing is really off and suspicious. I think this is the major reason why you were refused a visa. If you read some of the posts here it is difficult to apply for a visa for applicants working away from their home countries. For the reason that you cannot prove your ties to your country since you are not in your home country. What more if your residency is about to expire.
Advice > Next time you apply, It might help if you scan all your previous residency card to establish that you've been living in Saudi for the longest time.

Travel Plan - First time I've heard about this refusal. Are you sure, or is it travel history? Again the timing is really off.
Advice > It would be better to plan a travel when your residency card has just been issued.

Employment Situation - No date of leaves were indicated. It is pretty odd for your company to approve your leave way advance. To think that the new year haven't event started. This is really suspicious.
Advice > The proper employment certificate format is to indicate your position, when you joined, salary, approved dates of leave and the line that says he/she will return to his/her duty as a [job position] on [expected date to return].

This is standard. Of course they need to verify that what you stated on your application is true.

Guessing you are an OFW in Saudi, and yes TRV rejections are high for these types because Canada expects them to migrate to Canada instead.
