Visitor visa in single "Group" application

I live in Canada with my three Canadian children. My husband and daughter are currently outside Canada without residency. My husband applied for a tourist visa for both in one application. My daughter’s visa has been approved, but my husband is still waiting for a decision on his application what do you expect to respond

Please did you submit and how did you go about it

Think they made it so representative means someone outside the group.
So for my in laws I said no to both though one of them filled it for the other.
They got their visas so everything good
