You can try, but it is difficult to prove that your husband will leave Canada on expiry of a visitor visa while a PR application is in process. Some have had success. I'd wish you luck but warn you that it's not likely.

The possibility exists. People have received a visa. Be prepared with the proof - and a return ticket 180 days later isn't much of proof. And don't be surprised if the application is rejected, sadly.
