Visitor visa doesn't need a sponsor. Visit visa applications are assesed based on the merit of the visitor. Your husband will need to show strong ties to his home country (job, property, family) etc to convince a visa officer that they would indeed leave the country within the set time period of the trip.

The chances of approval are probably low.

To be approved you must demonstrate that you have strong toes to your home country and have no plans to remain in Canada long term. Having a spouse in Canada often makes CIC think that you have plans to remain in Canada long term.

Strong application is a relative term - No matter how strong you think it is, if it gets rejected, you would call it a weak application. Don't know what the approval rate is. But both cases are there. I think the key is being honest with the VO. And the harsh reality is that that it really depends on the visa officer. He can okay an application one day and refuse a similar one the next.

Good luck

That will decrease the chances of a TRV approval even further since it will show that your husband has even stronger ties to Canada than he did before.

If he can get a job offer in Canada and an approved LMO from the employer, he can try applying for a work permit.

If he is accepted by a school in Canada and has the money to pay for a degree / diploma, he can try applying for a study permit.

Otherwise the TRV is the only option.
