Visitor Visa for my Fiance

Should i invite him? I mean what would be the best reason of visiting? We want to get married wen he arrives canada and add up his name in my p r application.

Spend a bit more time on this forum looking for similar threads. There are plenty. And then you can get to decide if he can go for it or not.

Let's just say that TRVs are meant for short term visits and are approved by proving ties to the home country. You're not mentioning if he has any of these ties, so I assume that he doesn't. While there have been other applicants who have been approved for a TRV with the similar situation as yours (declaring that they want to get married in Canada), it's not very common.
You have to do your research, exercise your best judgment, and make backup plans in case his TRV isn't granted.
