Visitor visa extension refused advice, please

This is a bit funny but really appreciate advices!

1. My parents came to Canada on visitor visas as of around Jan 15, 2024.
2. They applied visitor visa extension in around June 2024 for 6 months to ~Jan 15, 2025.
3. IRCC was too slow and didn't complete the review before my parents left Canada as of Jan 15, 2025.
4. Then on Jan 22, 2025, they made a decision of refusing the application, see below.
“I am refusing your application on the following grounds: • You are no longer in Canada; therefore, you are deemed ineligible to apply to change conditions or to extend your stay from within Canada.“

I have mainly two questions and would love your help and advise. It would be much appreciated!
(1) Should we be worried about this - would this affect their future applications of visa or visa extension?
(2) If in the future they are asked about the question - have you been rejected for visa application, should they say no or should they say yes with the above reason (i.e. Canada's IRCC was too slow and didn't finish review the application before they left the country - then their application became ineligible so it was rejected?)

1) There shouldn't be an impact.
2) They should say yes.

thanks, of course - if they apply extension in the future they will be in Canada for sure.
This time, they applied within Canada but IRCC was too slow and it took IRCC more than 6 months and IRCC still didn't get a decision before my parents left the country (as they just planned to extend for 6 months). Then a few days after they left, IRCC said they are not in Canada anymore, which is a bit funny to me.

This time, they applied within Canada but IRCC was too slow and it took IRCC more than 6 months and IRCC still didn't get a decision before my parents left the country (as they just planned to extend for 6 months). Then a few days after they left, IRCC said they are not in Canada anymore, which is a bit funny to me.
What I meant was they should have informed IRCC when they left Canada.

got it! that's great to know! thanks a lot for all the help. Wasn't expecting the extension application to take that long. Will keep IRCC updated next time for any changes, if this happens again in the future.
