Well first how will you guarantee that your wife can enter Canada as a 9 month visitor given the period of stay will be determined by CBSA at the border and is usually not more than 6 months for a visitor. Plus CBSA would need to be convinced that for such a long stay your wife and family are planning to leave the country at the end of their stay.
Secondly she cannot simply change from being a visitor to work.She can apply through an immigration program such as EE which given she is a lawyer that is is a skilled occupation. EE as you may know all depends on how many points can be scored, even then the process would take a lot longer than a visitor could stay.
Thirdly to practice as a lawyer in Canada she would need to go through a whole load of assessments to obtain a licence to practice and at some individual cost. It seems doubtful the LMIA option would be available given the licencing requirements alone
