You can certainly try but there are quite a lot of hurdles. He is from Afghanistan so there is a high chance of him claiming asylum. He doesn’t work in Afghanistan so he doesn’t have a job to return to there. The 25k has just been deposited. Given that he older if he only has 25k, coming to Canada will use quite a lot of his savings needed to retirement since he must be in his 50 at least. There is no longterm savings in his account but it sounds like you can show proof of where the 25k is coming from. Does he have dependent family in Afghanistan? That creates ties but he works away for most of the year which shows that he doesn’t need to be at home. U fortunately being at the headstone unveiling of a sister is not a very strong reason for home to enter Canada. Has he travelled to other countries like UK, Australia, US for tourism? Previous international travel where he has returned to Afghanistan would alleviate some concerns. He should certainly try but don’t buy any tickets because the chances are quite low of approval.

39 isn’t really a dependent unless he is disabled and needs care. Given that he works in Russia he couldn’t say that he needs to return to Afghanistan to take care of the 39 year old. Honestly ai think the chances are extremely low on his own without even considering that your mother and stepfather overstayed their visas and possible unpaid medical debt. You can certainly try but have realistic expectation.
