The Inland application, alone, does
nothing to give her Implied Status; it's the OWP that does.
The OWP approval is almost automatic, based upon
submission of the inland application, whereas the visitor extension requires a.) approval and, b.) an extension of ~ 1 year (or more) to cover the ridiculous processing time for an Inland application.
Here's the potential problem:
If the Inland application is returned, because of a missing form(s), missing signature(s), or outdated form(s), it could impact her Implied Status IF the application isn't received (again) by CIC before her status expires.
and/or
The OWP is returned/refused because you did not pay the correct amount ($255, NOT $155). There is an extra $100 Permit Holder Fee (? ? ?) that some people forget to include.
