I would like to bring my MOTHER (60 years old) to Canada from India but her health condition is not good .

So how can I bring my MOTHER to Canada ?

What medical expenses options are available her in Canada ?

As a visitor to Canada, you mother won't be able to benefit from the provincial health care system in any way. You will either have to pay for any medical expenses out of your own pocket - or you will have to purchase private insurance to cover these costs.
