Visit Visa Medicals

Hi, I applied for a Visit visa extension for my parents on Aug 21, but they went back to India in Sep and I didn't withdraw application. Now I received an email from CIC for their medicals.
Now my question is do they have to give medicals even though they left the country? How to inform CIC that they left the country?
