It won't work. I tried to get medical grounds to have my husband here for a major surgery (not life threatening but big enough that I would have been laid up for awhile, and in a lot of pain and needed his emotional support). They rejected him because of the PR in process... which I know is not your case, but the point being is that they don't care about medical grounds at all. I had to cancel the surgery and now go back on a wait list again which could have long term implications on my health because I just couldn't deal with major surgery with him not here, and he wouldn't have been able to handle not being here for me. But I'd say pursue the TRV but don't use medical reason. Try to build a strong case for them to come as tourist. In fact, they actually used the medical issue against me in our case, as one of the detailed notes said that they thought since I was going through medical issues it somehow meant I had less income because of it (the visa officer thought I was on disability or something - which I am not... I am working full time in military, and we actually provided my pay statements!) but the point is they actually used the medical grounds against our case. So I would apply, but don't even mention the medical issue. It's sad that they don't care about the human aspect in applications... but because so many people have abused the system before, now they just don't even entertain medical issue as a reason.
