There are many reasons why a visitor visa might be denied. Each case is different, so just because one person got a visa with similar facts does not mean another person will.
Having a travel history is good: it shows that you have gone to other countries and then have come back. They also want to see proof of ties to your home country. It is true that that is not 100% proof that the person will return, but it helps. So things like: proof of a job; a letter from your boss giving you time off and stating that you are expected back; a lease or mortgage or home ownership; proof of enrollment in school; proof of a child left behind; other family ties; proof of investments and money in the bank; etc. A return ticket with a specific date helps. However, if the applicant has ties to Canada, such as a spouse, all the above may not be enough. In some countries it is very difficult to get a visitor visa. It also depends on the visa officer who is looking at your application.
Because you have already been denied once, make sure you have more proof of ties to Jamaica this time.
