No, it's not a waste to reapply without the case notes. You'll just need to prepare more solid paperwork and give it your best shot. IMO, you do have a pretty good chance of a TRV approval.
Do prepare a detailed day-by-day plan for your visit with expense estimates for sightseeing, the wedding, meeting family/friends, activities, etc. Your finances must be able to pay for this visit plan + airfare + hotel (if required), etc.
For your employment:
Employment letter + leave approval stating you will have your job when you return + 3-4 pay stubs/salary statement + bank statement where your salary is credited + tax returns.
Evidence of 1-2 work commitments that only you can do = You must return for these work commitments.

thanks a lot for your such detailed answer. I will try to do my best, Im kinda ready to give up ,and on the other hand want to prove that its a genuine reason, I really want to attend the wedding and put one more country on my list.
Yes I had a paper from the bank all was in English , real estate documentation too was translated by notary. All the paper attached were in English.
And so many things are different here. Like for example we dont have tax receipts. Here you get your fixed net salary( thats whats left after they take away tax) on a bank account once a month. And that paper I had from the bank. Also there was a paper from work stating the amount and my vacation dates.
We dont have those tax returns at all.
We dont have real estate tax.
We dont have pension funds .:/
So *a little* difficult to get such papers :/
