SOP/Cover letter is a gimmick.
Inspite of all ur suggestions,If so i want to apply for last time without keeping hope for FDU.(since there s a lot of time b/w jan and next intake) i know my chances are least. But i have already got new offer letter, for asking refund i need to apply once more. Let me try last time Thanks enfield , rupak royalsting

as enfield said its true, don't try for same college and don't be in a hurry of reapplying.
If you want canada then wait and think.
As refusals are normal these days, bcoz canadian gvt has changed their rules, and changing means hardning.
I suggest you to reapply with strong documentation, strong course and most important strong (any gvt) college.
Rest ,exceptions are always their, some get visa and some get refusal...

but my friend has same profile with 52% and 4 back logs shown 18 lacs and had LOA of forensic computer security management he got his visa
he made strong sop and showed proper funds

See the difference between 15 vs. 4 backlogs, grades, IELTS, academic history, course selection and overall profiles. If you believe you fully match your friend's profile, may be you wish to go ahead. But, I do not think if it's possible. You can see the main reasons for your refusal;

And what do you mean by a strong SOP?
Believe me, even if you use an adhesive like FEVICOL on your SOP, you can't make it "strong enough" to satisfy CHC Delhi and Chandigarh (India). Show me at least 1 case where a student (from India) has secured a study visa on the basis of "One refusal in hand + Same LOA + Strong SOP".
If it's not May 2012 intake, wait for September 2012 intake. Search for relevant course on www.canadian-universities.net/index.html and apply again.

And, I also Quote CIC website which states, what
to do in case of visa refusal?

changed appreciably and you believe that it would result in a different decision, you may wish to reapply. If, however, there is no change in your situation, then it is unlikely that the new application would result in the issuance of a visa."
Now just think, Is it really possible to show/prove "new circumstances" just on the basis of one SOP? May be I am wrong with my opinion, but I am sure it's not possible.
At least here is one "very similar case".
Over Rs. 29 lacs + Good marks + One Refusal + 2nd attempt with a "stronger SOP" + Same LOA = 2nd Refusal.

Bro . I m not telling u that u r wrong. But my friend (we did Ielts exam together we knew each other from 4 months) he applied on 16th nov and his rejection letter came on 28th. He took a lot of courage and applied with same LOA and everything same expect he changed SOP , He applied 2nd time on dec 1st. he got visa on 16th dec.
The reasons which they gave for me,were the same reasons for him during his 1st time rejection.
