my sister's visitor visa was refused due to her family tie in Canada. Her family tie in Canada is me. My husband and I didn't do anything wrong but work and work and work and work and work and work ................................................( sorry I am crying)for almost 20 years and pay lots of tax for this country. My sister supported me a lot while my family here building our new life and contribute to this country. Now she is refused because I am here. Can somebody tell me why? My heart is sank. I can't smile anymore. Can somebody help? Please!

Evidence of strong ties to homecountry are needed to assert this. For example:
- Letter of employment where she has worked at least 1 year
- Financial proof that she can afford the trip
- Assets and/or properties that prove she has a life in her home country
Usually TRVs are refused for three main reasons:
- Failing to show financial proof (she has to show she can afford the trip, sponsrship DOES NOT wave this requirement).
- Requesting too long of a visit (two weeks preferred if first trip, or if she travels constantly then a stay that is consistent with other visits).
- Failing to show ties to home country (no stable job, no properties, no financial assets, not studying, no one that needs her back home).
Review and resubmit.

I do think my sister has strong tie in China. She applied travel with her husband. They have a son, who is a high school student and won't travel with them; my parents who are on their 80s. They have one rental property, 2 residence properties, 2 vehicles, money in the bank, and they have jobs.

How long a visit did she request? Has she previously traveled to countries requiring visas (e.g. US, UK)?

She applied for one month. She applied for Christmas time, My husband and I and our children can be off from work and school for 2 weeks.
They never traveled to countries. But I don't think that's the reason. They never had time, If they do, the first time is here. They have tie in Canada but nowhere else. They can't even visit their tie in Canada, why they want to them visit other countries first?

What proof of ties did she submit with her app?
Can anybody help? Is there any way to find the real reason of the refusal? I am not sure if I should apply again. They said don't reapply unless there is any change. The only thing I can change is the visit period, apply two weeks instead of one month. Will it work? I want to my heart fill with love with this country.
Apply for GCMS notes. You will know the observations made by the visa officer

Your sister has excellent ties to China. It is possible that the visa application was not put together/not presented properly/maybe lacked certain evidence.... to prove these ties.
IMO, and based on your posts, I think your sister has good chances of getting a TRV if you present her application well
Thank you so much Bryanna. You give me lots of hope. I thought of lot recently if missed something. I provide their money in the bank(80000Yuan), 2 residence properties, 1 rental property(I did even provide the leasing agreement), letter form work, 2 vehicles ownership. Do I need provide anything to prove their son is still in the school, or something about my parents? The only thing I can think is the IMM5257E form, I forgot put their UIC No. Do you think that might be the case? If that's the reason, or if I can find the other reasons, I will immediately correct it and apply again. We are looking for this meet for a long time.

Bryanna, I just read the "How to make a request under the Access to Information Act", does that mean I can ask the reasons through that? If it is, my problem is when I helped her applied online, I didn't sent this IMM5744. Is anyway I can correct this big mistake?

You can request the GCMS notes i.e. observations noted by the visa officer when s/he assessed your sister and brother-in-law's TRV applications.
IM5744 is not part of a TRV application. So, you were not expected to include this for the TRV application.
Having said this, IMM5744 is the consent form which your sister and your brother-in-law must fill and sign to allow you to apply for the GCMS notes on their behalf
