PG Diploma / Certificate.... that is mainly the reason of refusal when we factor in all the other aspects of your profile. In your case (age, current career status, country of residence) you should 1) apply to a DLI that is better known 2) go for a Masters degree 3) Show strong home ties to your country of citizenship 4) demonstrate in a neat and crisp SOP how a Masters degree will give you an advantage when you're back in the job market.

The way you applied was recipe for refusal. Can I ask you if you engaged an immigration consultant when applying?

there was no recipe for refusal. his profile is very good.
Probably you should apply from India.

people say graduate certificate is not worth applying yet thousands apply and get.
people are refused for masters and phd too that time no one says anything about course.

One observation is, after completing Bachelor's of engineering anybody applying for management profile like in this case construction management or some business management are usually refused . Just an observation..
