Can you tell us why it was denied? Provide as much detail as possible, including your status in Canada and what you included in the application.

There is no 'best time' to apply. Spouse visas are frequently refused because Immigration sees a spouse as a high overstay risk.

Thanks a lot for the response. I came to canada as a student and now working at IBM as a full time employee and have 3 year work permit. i tried to bring my wife on a temparory resident visa but they rejected saying we could not provide enof reason to prove she will go back and her financial ties back home. Should I be trying for visit visa instead. It was rejected November 2012. When can i re-apply.

They're the same visa. She will probably be denied again. With a spouse in Canada, they don't think she will go back to India. You can apply again immediately, but without significant new evidence, it won't do you any good. Getting a TRV for a spouse is very difficult.

What is your NOC code?

I dont know anything about NOC code. how and where can i find that...

The first time when i applied visa for her we didnot submit her work background and financial backgrounds. So we are planning to re-apply with all those documents. Will that be fine.

Thanks a lot

You can try, but it's still likely to get refused. As I said earlier, spouse TRVs are very hard to get. You may want to search "TRV India" and see some of the threads and get some advice from others.

You can try the visitor's again with new proof and hope that works. Or look into a study or work permit. A work permit may be difficult for her to get, just to warn you. It might just be she won't be able to enter Canada until you've completed your PR.

What were the grounds for refusal?

How exactly was it stated in the refusal letter. The OP has to overcome the rejection points, like a new situation came to light or he can attach a cover letter explaining/answering each of the rejection points.

Noting that the OP is with IBM, with a three yr WP, and hopefully with skilled job type, the wife can apply for an OWP on the basis of being a spouse to a skilled worker. As to when there are no recommended time frames of when to re apply except when the rejection point really needs time to address, e.g. education ( a crazy example)

I researched that and found a PGWP is an Open Work Permit. Spousal OWP are for Closed Work Permit holders. Did a google search and found out she isn't eligible for a OWP. She would need a LMO.
