Visa Officer didn't make a interview himself...

hello anyone..
I am sponsoring my wife ,she had interview and got a refusal /marriage is not genuine/. The interview led a woman who is not IO/VO. She didn't introduce herself just told IO entrusted with her.The decision made by IO ,on refusal letter she is not mentioned .My question is: Can Visa Officer make a decision if he didn't do the interview himself by face-to-face and has never seen my wife?

Where did she do the interview? Is it inland or outland applicatioin. What kind of questions did they ask you wife? and what kinds of documents did you provide to show them the marriage is genuine eg letter mails msn pictures wedding pictures???? Give us more details on the situation so we can provide you with guidance.

We got marriage in 1989,having two sons under 18,was living alltogether intill my arriving in Canada on October,2000 as reffugee.I got reffugee protection status in 2002,got PR in 2003,got citizen in 2005.I sponsored my sons and they came in Canada in 2007 and in 2008 /two sponsorship/. I couldn't sponsor my wife because her father got stroke in 2002 and she was looking after for him up to father's death / 2008/.My sponsorship application was aproved on October 2008 and she had interview on Visa Office/Moscow,Russia/ on Feb.24,2009. We have a proovement more than enough: Letters' envelopes /letters I weren't enclose ,because this is personal;western union receipts;internet telephone records, 1-2 pfotos/we had family album and it was lost by me10 years ago,in the time Russian-Chechen war /I am chechen/. A interviewer considered it isn't enough,my wife coudn't answer what is kind of my a job,and how much is my salary ./realy I didn't tell her about it/. 10 days ago I sent my appeal to IAD.This is my story but a question was ,look up to my topic.
Please who know Immigration Laws,answer to my question.

Base on your first question. No they can't refuse someone unless they the one who did the interview. No doubt in my mind you will win the appeal. This is the first time I hear such a thing. Good luck.

If Visa Officer doesn't have a right of making a decision if he didn't conduct this interview. My be Visa Officer has an intermediary and it is lawfully then an intermadiary should be do interview records and my wife should be sign its but it wasn't done. If all those acting isn't lawfull I want to do comlain to Ministry by MP.

My English is not perfect and my be I something don't understand,I ask you explain me this regulations.

Friend there can be many possible factors in your case, while you were applying for Refugee have you mentioned you are married, name of your wife? and one more thing when you got your refugee status approved why didn't you sponsor your wife right after getting your status approved? what was the time diffrence? while you got your status approved and when you file application to sponsor your wife if time is longer then it could be possible factor of refusal but as you have children from your wife you can prove your marriage is genuine best up luck buddy.

Thank you for answer........In all application forms/refugee,PR,citizen/ I have mentioned my marital status,included names my wife and two sons. I could not to sponsor right after approving my status ,becuase my wife' father got stroke and she was looking after for him up to his death/2008/.There is all in order /in sach cases for refugees are many exeptions../
Two weeks ago I sent an appeal to IAD.I found additional provements which prove our communications.
Please I'd like someone'd answered to my question /look at topic/. If decision maker doesn't have a right by immigration regulations to make it without doing interview personaly,face-to-face, I'd like to complain to Ministry by MP.

Complains to the ministry do not work my wife already tried many and i was advised from other well wishers on this forum we have the only option of appeal, it was 100% true focus on appeal and you can explain this reason your children DNA tests can prove marriage is genuine dont worry, good luck
