no they don't... usually you will see "decision made" on ecas, and you will have a few lines, reading :
We received your application for permanent residence on DATE
We started processing your application on DATE.
Medical results have been received.(this line is not always there)
A decision has been made on your application. The office will contact you concerning this decision.
so once you see that on ecas, you know that your passport is probably on its way back, and with the visa in it, if everything went well. If you have not been asked for extra documents, no interviews, and you have a "straightforward" case, then it should be a positive decision, but there is no way of knowing it until you receive your passport back with the visa...
