We are planning a wedding for September 2019 next year and I would really like my cousin to attend. She is the daughter of my father's brother. My uncle and aunt both have visitor visas to Canada but when we applied for hers 3 years ago she was rejected, and then again, 2 years ago, she was also rejected. Both times she was rejected for the reason of not having sufficient evidence that she will return to China.

In the last 2 times we applied, it was simply for her to visit but now since we are getting married next year, I am really hoping that she would be able to attend my wedding.

She is a student, 20 years old, single, no property, and no job. I know this is going to be a long shot if they will approve this. My questions are, what can we do to better the chances of having this approved? She will be coming for 1-2 weeks. My uncle and aunt will also be coming but should I just mention that I will be supporting her during her time here?

Should the application be for "PRIVATE VISITORS (VISITING FAMILY)" or "PERSONAL OR PROFESSIONAL AFFAIRS (ATTENDING AN ACADEMIC CONFERENCE, EXPLORATORY VISITS, LEGAL MATTERS)"?

How can I write the invitation letter to increase her chances? I was thinking of attaching my wedding invitation, venue contracts and her school tuition receipts (in China) as evidence of the event and her obligations back home.

If anyone could provide some insight, that would be much appreciated!
 
The invitation really doesn’t improve anyone’s chances. It simply a letter identifying she has hosts in Canada. She needs to qualify on her own merit. Given her current situation and her parents having TRV’s already and 2 fairly recent refusals, I’d say her chances are slim at being approved. Weddings, birthdays, etc aren’t really considered reasonable grounds to grant a TRV. Since you have some time, you should order her previous gcms notes to see what the visa officers wrote for the actual reasons for refusal. You could then address those reasons before applying.
