1. Who are dependents? In one of forms for my wife says "dependents who are not accompanying you, but live with you". (Are these her Perents)
I am not sure but I don't think parents would be her dependents, you should repost this question on the "family sponsorship" thread to get a better answer.
2. Application 008ENU_2D:

a) will accompany applicant to Canada (we put NO), but below question is confusing
b) reasons why dependent is non-accompanying
3. When I submit my application to office in Canada and when they approve me, does Canadian Embassy (Vienna) send application to her or she can print it from their website?
I don't really understand your question, but you have to send all documents TOGETHER to Mississauga first, both for the sponsor and the applicant. There is nothing else that you wife needs to print out or send afterwards. Once you are approved as a sponsor, the CPC-M office will send her papiers to the visa office. When she is approved, visa office will request her passport.
4. In one question they said to put all staff that she received as gifts. So how she is suppose to send let say BEAR toy that is half meter tall
You don't need to send in physical gifts that she has received, you just need to list them and/or provide proof of purchase for more valuable items.
5. In Document checklist say that my wife must submit 8 photos of herself and dependents who live with her. Is this 8 photos for every person that lives with her?
Again check the definition of dependents, but unless she is supporting and taking care of her parents I doubt they fall in this category.
