very urgent-transfering from us to canada

I am international student from Nepal. Right now in USA in valid f1 status but expired visa.I want to transfer to Canadian university.Do i need to go back to nepal to apply n get visa for Canada or can i directly get visa and go to Canada from here.

My bad i misunderstood!! If get approved for student permit than can i go to Canada directly from here or should i first go to Nepal.
