I applied for the PCC using the MOI app and finally got the document. However there is a huge red stamp on it saying "Please refer to the UAE Diplomatic Missions Abroad or Customer Happiness Centers of Ministry of Foreign Affairs and International Cooperation". I am not sure what it means. Is it fine ?

As long as the certificate is signed and have the MOI seal on it then it's fine.
Usually IRCC will verify it during the security screening at the very end

Al Sharjah, Date of Entry 18th January 2017, Date of Exit 22nd April 2017

Umm Al Quwain, Date of Entry 28April 2017, Date of Exit 17th July 2017. If calculated it’s exactly 6months with a week break in btw,pls I will appreciate your response

You won't need it. IRCC requires PCC if your stay is 183 days in a row

Please i have 2 questions my husband's friend who live in UAE applied for his PCC recived by email with no criminal record bit note add with red to" refer to ministry of foreign affairs " what does it mean? And if we print it and submit it for his PR is enough and legal?

Yes it is perfectly fine. UAE PCC doesn't get issued unless the applicant record is clean and IRCC are well informed of this and they deploy their own methodology to verify all your documents including PCC.

Sorry i need more clarification is it accaccept printed copy ? Or he needs yo stamp it from MOA

If he is resident of UAE , its not required. If he does not have a residency visa, then it is required.

I have been asked to submit Original PCC by IRCC for PR from countries I lived for more than six months. Do Dubai police send original by mail if I apply online? If they send it by email, is this considered as original since I have been asked to submit in original.

Dubai Police only format is the one sent through email and it's 100% acceptable

By original means, colorful scanned copy of document. Dxb PCC sends in pdf, you can upload that.

Either cases are perfectly acceptable by IRCC. However, if you want a piece of mind you could order original signed copy from MOI app which cost extra 15 dhs for delivery . This isn't required at all and an electronic copy is acceptable but this is another option for you
