Vancouver is a much more progressive part of Canada while Calgary is probably Canada's most conservative major city. Vancouver is also more artsy than Calgary.
The weather in Vancouver is much nicer than Calgary's year-round. The summers are way too hot in Calgary and the winters are way too cold. In the winter, foehn winds from the Rocky Mountains can cause huge temperature fluctuations within the same day such that you'd have to use both heating and cooling for temperature regulation. But Vancouver's average high temperatures aren't very high and are mostly nice and cool. The winters in Vancouver are mild, although it rains a lot due to the mountainous terrain near the sea.
As for the cost of living, Calgary is definitely the cheaper option. Finding affordable housing in Vancouver is darn near impossible. Speculative housing bubbles has made accommodation in Vancouver unaffordable. The streets also have a major congestion problem due to it being the most densely populated Canadian city.
Vancouver has more crime than Calgary, but both these crime rates are very low. Go to the following links for more information:
