If this is about US PCC, then its valid only for one year from the issue date.
If for some reason, ITA takes longer than that, then it would have to be applied again, as the application might be rejected based on *Invalid PCC* or *Expired PCC* (don't remember the exact terminology), if you submit the expired PCC.
